Professional Services - Traffic Management Planning (TMP)

Far North District Council, through it's Consultant MWH, engaged I.T.S to draft a TMP for inclusion in the Tender Documents for their Waitangi to Haruru Falls Rising Sewer Main replacement. The section of State Highway was just over 3.3km in length and is a highly travelled Tourist Route. Effective Traffic Management was essential to maintain order for a stretch of road that foreign drivers frequent. The project involved trenching along 1 side of a 2 lane opposing direction road. 24 hour Traffic Management would be required as some trench would remain exposed over night and on weekends.

The process of producing a TMP that would meet the project requirements while satisfying Transit New Zealand's criteria was worked through with a suitable solution being settled on that pleased both the client and authorities. The TMP was concept approved by Transit New Zealand fully meeting the client's requirements while satisfying Transit's criteria for working on a State Highway and allowed for a rapid start to the contract once the successful contractor was selected.

Subsequently Works Infrastructure won the tender for this project at a value of $5.2M. I.T.S provided the 24 hour Traffic Management to this contract by employing Portable Traffic Light Systems for overnight and unattended times. Day operations were carried out using Manual Traffic Controllers at up to 4 separate locations along the 3.3km section.

Each individual site had an STMS appointed to control that section of work, while the overall project fell under the supervision and coordination of a leading STMS for the entire project. Over the contract duration of 4½ months, no incidents were reported that adversely affected the flow of traffic and there were no incidents involving the travelling public.

Far North District Council and Transit audits rated the site Excellent, the client and the authorities were very pleased that the image of the site reflected well on them and that the project was completed incident free. I.T.S also provided support to the contractor Works Infrastructure to assist them meeting their production targets with the most efficient methods while managing traffic flows, also providing on-call staff for unforeseen acts of vandalism or nuisance overnight and on weekends.

Through a partnering charter by the Client, Authority and Contractor to provide superior safety and efficiency, this project progressed seamlessly from inception to completion through a professional relationship tied together by I.T.S. 3
